This is actually already doable via the request board system, though like with everything there is usually a QP or silver cost depending on the complexity of the program involved.

One of the things I would suggest is changing it so that the echoes when an unlawful act in certain areas are less common, for example: - between the hours of say, 9pm and 6am, no Reeve announce echoes (or reduced).
