I'd like to see more teleportation effects, directed and random. That might be a fruitful avenue? Though not something that could teleport someone into a pit of snakes.

And maybe a Cloak of Quills that returns damage?

Proposal - Magecraft Item that creates a toolable? cloak that has the following effects: When struck, 50% chance to teleport you to your "sanctuary" - a room you attune the object to. Ash hits would have a 25% chance of disabling the attunement, but without any visible clue if it worked or not so Kn...

My understanding is mobprogs have that capability. You just have to ask for it (and communicate it to players somehow).

I agree with Black re: the liquidation policy but not the "consensual PK only" (I don't think we have a plague of random PKs anyways). I think "less PvP" is a separate topic from "more PvE" though.
