Their agenda is never 'topple or weaken the Order', because that's against theme. Individual Order characters have been compromised, corrupted, or just outright killed in the game's history. While probably not a widespread status quo change that totally alters lore, I think that counts as weakening...

Magic is a tool. I've seen some people create major, irreversible change using magic among other tools like intrigue, political power, seduction, and murder. Some mages have succesfully evaded capture or even detection for years, while advancing their agenda. Their agenda is never 'topple or weaken ...

Agreed with both points. Nothing is more annoying than having to sit down for half an hour in the sewers because a croc glancingly hit your steel-clad foot.

I agree with wimple. Perhaps a minor penalty could be added for not using a rumor, like 1 qp, but a mandatory rumor would make me want to use plots less, specially for shady stuff. I do think that plots could use with more rumors though, as a general, broad rule of thumb!

I'd start auto tracking people who idle out, and when they reach a certain critical (like +3 times per week) then maybe staff can be notified of it.
