[Completed] Desc Note Manipulation

Change it so that desc notes can be:
1) targeted and read by number
2) deleted
3) Listed with a title?
Anything else?

I think we could simply make them like OOC board posts, in the same format, if that would be easier.

I think it'd be awesome if they'd actually show up like a 10th board when one types 'board'...
But, that means we want something like:
board Desc_Notes
Note list
Note write
Note edit
Note remove
Etc?
What's a better name for desc notes than desc notes? I'd think something like "timeline" or "history"? Personal and IC_Events are already used...

A good title might be: Character Notes / Char Notes.
