People convinced me help character is enough to find a reason to meet someone, and that limiting the match to people on where is not what we want.
I'm still believing suggesting a random room to meet could make things easier, if not funnier.

Maybe the matchmaker should only find targets amongst people on whererp: that would avoid a lot of false postive, and further help those who are actually seeking RP. Maybe that some of the difficulties could be solved by the code or staff decision? - should'nt characters having a roster shop be part of the merchant guild? Works well: I find the game much more immersive. No need to send tells to seek a scene, which makes things much more easy when you don't know anyone. People are more responsible with messengers (they're not ignored anymore, and always replied). And as a more subjective thought, the absence of tells ...

Please, don't. For cyans, there is the system to send helpfiles if need be. I see no other reason to communicate with them OOCly. I personaly find myself the amount of tells received by new characters annoying, even if the people telling mean well. As for the utility of tells when you loose your RP ...

I had proposed ideas to improve "where", long ago. 'Where', does not work well as a way to offer/seek rp: most of the time, lonely people on where are afking, don't have an action set, and do not know what to offer to RP. My feeling is that there is a difference between the "theme" as described in help files, which gives room for antagonist characters and a lot of grey areas, and the "RP culture", as played by players, which is much more harsh.
