I'm not sure, but I think that as it is the chances of success are very low even at proficient and higher? I mean I know catching thieves makes for fun RP but I myself like the chase and such. I don't like the idea. As it is it in chargen there are too many things to spend xp on and not enough xp to go around to begin with already. I also think this would be a good way to give the Seneschal more real power. That way people could try and bribe or sway the weaker willed ones and it would be more of a benefit being or having a friend that was Seneschal.

I haven't used the plot system much myself. It struck me as kind of hard to figure out and I am still not really sure what purpose it serves other than to help keep track of ongoing RP storylines. That said with what little I do know I think it would be good to make it bit more like the rumor system...
