Yeah, man, why not throw it in for other concepts too? Certainly Inquisitors at the very least. Personally, I think any time there's a concept that provides a 'service' to the game that players may not be intrinsically motivated to provide, there's no reason not to take cost out of the equation and...

Damascus steel isn't any more flammable than regular steel. And swords already have a significant advantage over every other weapon due to their damage dice, ability to be sharpened, and nigh-exclusive range of medium. And setting a sword on fire (or any metal weapon on fire) would destroy the tempe...

Lorewise, there are 3 big reasons why mages can't cast spells in the cells, one of which is obvious to non-mages: the guards interrupting attempts. The others are only obvious to actual mages.
