Champions of any skill should have to be RP active to be considered a champion

I'm making this thread because this was something I thought would be the case, but I am told it is not.

If a character is inactive, they should not count in the running for who is champion at x skill.
When / if they become active again, they should once more be included in the count for who is champion (and resume being champion if they are the highest).
