There aren't any "normal" NPCs in Southside, like the random folks you see
populating the streets Northside.

If this isn't just in error, could we 1) get a couple non-thug/lethal
Southside-flavored shlubs down there and 2) can it/should it have costs or a
mini adventure involved with it?
