I think what starfish was saying, it's hard to actually put moods down about events that should reasonably cause a pretty large stirr-- When there's no evidence that it even happened.

Honestly, if the object, or mood thing were to happen, I would say that it should only really occur if it actually hit something/someone so that scorches aren't spammed on esoteric sections of the world, or overwriting entire crime scenes. It goes from 'Oh! Someone put a handprint here!' to 'Lord forbid, that carriage just exploded!' if it overwrites mood.
