Tweaks to city report

Misc. tweaks to help with the city report system:

1) In city report, display how long it is until the cycle ends. You only know when to vote if you use the city support command, at the moment. (Also clarify how this is displayed; the current display isn't clear if it's days, hours, minutes, etc. Instead of 3:05:41, 3 days, 5 hours, and 41 minutes, for example.)

2) Also display if somebody has voted, when, and for what. It's easy to forget if you have voted already or not for a specific cycle. Ideally I'd love to be able to view my voting history, too, but that's less immediately important.

3) The helpfile doesn't mention the text field the command takes - either removing the text field or clarifying if the field is for a reason (WHY you support X thing) or a method (HOW you support X thing) would make the system a bit easier to use.
