Fine spices toolable by default

Since there are a number of ingredients with special @tastes now, can fine spices default to toolable when they're made? This way, cooks can differentiate between usual spices and special or more costly ones, and with a more elegant solution than labeling.

I've been using labelling so far, but I think making them toolable is a nice solution that shouldn't be too difficult to implement. +1
