[Complete] Combine Emote & RPecho

Crap, I accidentally deleted Empheba's post on combining emote & RPecho when trying to move it to the 'accepted' category.
Basically, if the emote does not have an '/self/' or '/<myname' in it, append the text to the front of the emote, else do not. Depreciate rpecho.
