alternate solution for tanning leather?

At the moment you're not allowed to purchase tanning vats (because of the smell, they're not supposed to be within city limits), so if you want to tan leather, you have to go all the way down to the Charali camp, a malodorous tannery, or the Merchant's sewing room.

since we're allowed to buy all the equipment required for crafting other stuff like looms, woodworking benches, blacksmith forges, etc, it seems a little unbalanced that leatherworkers are not allowed to buy their trade's equipment even when they're requested in outdoor rooms.

Could we handwave this a little and allow them in outdoor rooms, or possibly revise the recipe so it only needs a tanning rack or have some other way of creating leather and suede for crafting? if it's already been relaxed enough to allow one in the room where the Merchants store their velvet, could we bring Animal Brains for the People?

I feel weird interjecting here, but one of the Almshouses currently has a tanning set up in the basement.
