Minor tweak to actions

Actions can reference other people by name, which is cool! Once the referenced people are no longer available, however, it kinda peters out a bit - not to mention it doesn't make IC sense to have an action posted involving a person who is no longer in the room. I think it'd be useful if your action is automatically cleared once a person referenced in it is no longer available. It isn't a big concern, if it'd be a huge code issue, but if it's an easy fix I think it'd be a worthwhile one.
