Safe combat working with arrests

After a few encounters I think it'd be beneficial if safe combat was able to complete an arrest as well. Currently if the arrest is not submitted to our only code options are to let the person go or beat them within an inch of their life to get rope/cuffs/shackles on them. Even after winning safe combat (regardless of the margin) I've found people simply won't submit as a compromise to have the arrest done without leaving them in need of serious medical attention.

I feel like we have had this discussion before and several ideas are tossed around. I agree though something needs to be done OR we just all have to be ok with a more shoot first ask questions later mentality.

If you are shown code-wise to have bested them through any generally-accepted method and they still won't cooperate, then it sounds like the overlying issue is munchkinism. Perhaps the code doesn't necessarily need tweaking more than we need a cut-and-dried set of OOC rules to govern arrests?

Agree with safe combat working for arrest success. It's always bugged me there was no option to physically overpower someone and clap the manacles on that didn't require beating them to within an inch of their life. Safe combat could be a great way to represent that. I have literally seen people resist arrest for an hour+ without ever entering combat, just emoting all sorts of vague resistance instead - it's insanely frustrating.

On the one hand, it's ICly reasonable to want to subdue someone with "pulled punches" and other less dangerous forms of force.
On the other hand, I'm not sure it's unreasonable for the arrestee to say that even though you have clearly bested them in (thumb wars, arm wrestling, hockey wall checking, whatever), they STILL adamantly refuse to be taken upright.
On whichever of those hands makes sense, I think that the use of real and dangerous force is the correct and logical progression of the scene. You've made it clear you don't want to hurt them, they've made it clear they don't care, so you have to either hurt them or let them go.
Just one opinion.

More simply, we've decided that if a person doesn't answer the surrender/fight request after 5 OOC minutes, they'll be auto-restrained as "peaceably resisting".
We could go through the trouble of doing all of this, but it would create more complexity in an already scary-complex system. I think it's best to default there.
