Quote enhancements

Could we flesh out the quote command a little? Currently it only does exactly what logging out does- displays a random quote.

Suggestions:
quote - Returns a random quit quote.

quote # - returns a specific quote by its number in the list.

quote match <string> - returns list of quotes, by their numbers, containing the matching string.

quote submit - enters an editor to submit a new quote for consideration, replacing the forum topic for such.

I think we've considered this idea before, and at least at that time we wanted quotes to stay random, special little things, not a searchable index of facts, etc. It's kind of nice that they aren't reliably accessed in that way.

Perhaps it could become unlockable with higher levels of city lore?
