Heavy Armour and MV

Could the movement point penalty associated with armour scale proportionally to how many items at a certain armour class you are wearing instead of being all-or-nothing?
The reason I ask is I'd dearly like to wear armoured boots to protect against wildlife due to the debilitating and RP excluding MV penalties associated with foot injuries.
