Rank-Restricted Gnotes

A way to specify on a gnote what rank you want to be able to read it.
So if rank 2 Acolyte gets some really juicy information they only want to give the Cardinal, but they want it on record for any future cardinals, they can specify in their gnote that it's restricted to rank 20 and above only to read.
