Olivia came up with an idea for this a while back, basically putting in rooms that just had generic names (sort of like the "Traveling Outside of Lithmore" rooms), but with no description at all. Then you can set an IC room name and full room description using the mood command, and BOOM instant building powers without dealing with building permissions or learning new commands.
