Generally, yes, Wimpled.
The monarch, naturally, owns all the land within Lithmore City proper. The nobility might buy this land and pay a tax to the Crown, and in return get to do what they like with the land - building a shop, a home, or something else. I wouldn't want to detract power from the monarch by opening this up - but I also think that localized systems of land ownership would be a healthy addition to our IC economy. It would get money flowing around, and more interaction ICly between nobles, freemen, and gentry - allowing us to effectively expand the roles of each in the games economy.
@Dice: In some cultures, traditionally nobility owned the land of the realm. It's one of the rights given to them, something that made them noble. I'm not trying to use real-world examples to justify adding an IG system - we play on Urth, and we live in Earth, after all. But there is a basis that we can draw inspiration from on this type of thing, and I don't think it'd be too horribly out of theme. The gentry would still get power from their huge amount of wealth - being able to buy into their little slice of nobility by buying from nobles - while the freemen have a goal to strive for that involves interaction with the nobility, reinforcing the roles of each class.
Now, where you've got me is the cooperation that noble players would need to have with staff. Taking that into consideration Kinaed's idea about making the ownership of rooms a sort of... command. An investment that noble players can interact with without any other person's involvement, it considerably cuts down on the amount of reliance on others.
However, when you take into consideration the point Geras brought up, that many nobles go dormant... there lands, realistically, would go back to Crown ownership. And to relieve OOC hassle, this would only come into play when somebody (more than likely a freeman or gentry) wanted to attach a house to that room.
Which makes me think that maybe this shouldn't be a noble-centric thing, but that nobles should get an advantage when buying rooms. This could come from the money that their respective domains provide, but then we get into the question of: should nobles be richer than gentry? Because in this system, whoever has the most money is going to win.
Where I'm out now: I like Kinky's proposal of tagging rooms as owned to certain people, although I'd push for it to be a system dependent on money, or both money and IP. I am of the opinion that nobles should get an advantage in this system if it ever goes in in any form, but I could concede to some bias, as I'm playing a noble right now. Certainly it's inspired even bringing this thread to life at all - I generally suggest things to areas in which I'm currently playing.
Also curious as to what other people think about including areas outside of Lithmores in a, as Dice mentioned, asset system? Wondering how staff were thinking it would work, too.

Bumpity bump bump, because I truly think nobles need more money. Maybe I'm just greedy. Should nobles be richer than gentryfolk? When I first started playing there was an admin taking names of people who would like 'star' in some flavour posts. The posts were more like happenings that happened in other places that might affect them for example: A rather severe storm season in the Dralth would hamper the Trader families of Tubori, so people of Tubori trader families would get a decrease in reputation, or it might be a surprisingly good season and they would get an increase.
I would love to see something like this for nobles, sorta like a noble minigame. Every RL month each barony/county/march would get a set amount of gold at their disposal to begin with and the baron/marquis/count can choose to invest in different things to boost them. If you have left over money at the end of the your budgetting it get converted into your allowance. Spending big to help ecnomy, farmers, traders etc will bring more money in for you next round, but you might find your military starting to weaken. Strengthen your Military and you might find some of your farming towns decide that the army is were it's at and begin to leave their farmers. Randomly diseases might strike and instead of spending money like you usually do you'll have to dip into your fleet funds. Always putting more money into your allowance then back into the barony itself and the peasants will start to revolt. Make alliance with other baronys and dutchies and (send them)/(get the to send you) money to boost yourself, but for a price in later years.

The IP idea isn't about ownership, but influence over an area. I'd like to see people able to invest their influence in areas to have control there, maybe to seed their guild's control, and give people kickbacks and opportunities to conflict over something of immediate importance. I think ownership of an area should -prevent- influence investments.
The trouble for me is figuring out what the realistic perks of having influence somewhere might mean. Money? Auto-intel? Replace law flags with Reeve guild influence to receive crime reports in an area? Get reports of who has spent time there? What is reasonable? What would be worth fighting for? What would be fun, but not overpowered? These things stump me.
