Right now, there's a retool command in game that charges a player silver equal to a multiple of an item's base cost to allow a player to restring it. They can do this to any object - the catch? It's expensive and there's no color allowed in the strings.
Expensive is fine - the money goes in part to the merchants guild as a whole anyway.
But the color monopoly on strings is solely about promoting the merchants guild. Recently some people have suggested that this shouldn't be the case. Why or why not?

The Availability of Colored EQ
Based on responses, tooling is now available to all players in color, BUT we have increased the cost to be 10x the object's base price (Eg, you'll probably get a better price from a merchant).
The merchants guild still receives a cut of what you pay to retool, so ICly, this is the equivalent of going to an NPC merchant.
