Lawless Areas
Been thinking about this, and I'm not sure how we can arrange a delay in the messaging to good effect. Whereas it might make some OOC sense, the whole point is to alert Reeves, etc, that something is going on so they can play it. The sticker is that most of the events that trigger a call to the Reeves actually are rather instant - like if you pick a lock in a 'safe' area, a Reeve arriving on the scene after 5 minutes isn't likely to catch someone in the act or get anything out of it at all. Most of those things happen outside of player RP.
