These people will have edit permissions on the official order submissions, and they will ICly be the people making the calls on where to send troops after the IC planning meetings. These should be the people you trust to make calls and ICly make sense to you.

We already have the Earl Marshall, the Justiciar and an appointee from the Seneschal who are automatically approved by virtue of their IC positions.

In support for Delana ICly, she climbed through the ranks as a combat medic at the Farin front. She'd have knowledge of the area, as well as military and leadership experience. She's also a Fariner, which may be a positive for interacting with the locals.
