Problem Connecting in Portland Area?

Hey there, Leech here. So, in my new apartment and I tried to log on to find out that this ISP has been banned. I noticed the same thing at my friend's house, who lives about thirty minutes out of Portland, Oregon. Any connection there? I have Comcast, they have AT&T I believe.

For reference, my ISP is being forwarded to staff in a forum PM.

Edit: No, they don't play Inquisition, and I haven't played from this ISP before.
