Mail headers/seals in ledgers

When mail is posted to ledgers, the headers, seals, and dates aren't visible.
Many people don't sign their names in letters since they have it in their seals, so this makes posted letters more difficult to follow.

If you remove a letter from a ledger and look at it, the headers and seals are visible again. So they're preserved, but just not visible in posted form. So this is a request to make them visible while still posted in a ledger.

Interesting complication to what Deedee raised:

Read # = No header/footer present
Read ledger # = Header/footer present

So it seems it's only broken if you do read # without specifying the board/book. Which I usually don't do.

Please file it as a bug, with the information on what works or doesn't? I don't think this is an intended difference.
