Messenger Pricing

I propose that PC-to-PC messenger prices be adjusted in the following way. Let the initial messenger cost 5 silver, but every messenger between the two targets afterwards be 1 silver so long as it's sent within, say, 20 minutes of the original. This reduces the financial burden for frequent messenger users as well as poorer PCs but shouldn't encourage long drawn out exchanges that could otherwise be earning XP.
