Tending and Herbalism

I propose tending plants (specially basic plants) shouldn't level Herbalism past a very low level, like 10 or 20.
It makes very little sense that by only tending potatoes for a year or two, a man or woman can end up learning how to make Maiden's Eye efficiently.
