Plot notes that could be shared to 'All'

It would be neat if there was the option for a plot note to be shared to all who the plot is shared with.

It would help a lot with plots that involve many characters being added at different times, as late-comers aren't on note actions that are meant to be shared with them simply because the share list doesn't include them.

Just a little pain point that I've had!

This is approved in a modified way: you won't be able to post plot notes without sharing them to anyone.
