Should new players be able to purchase into the lowest rank of Covert Guilds?

I'm considering removing the ability to purchase into covert guilds and instead entirely require RP to gain entrance. What do you think and why?

Eh, I'm ambivalent. On one hand I do think RP to get in would be better. On the other hand, I don't see why covert guilds should be so different from others, and the impossibility of purchase might discourage people from going into those. Especially now with there not being any Rubeus or Tenebrae (that I know of), how is a player to seek entry? Might take a long time. :)

Maybe disallow purchase but the staff can guild a player if no one is available to do it?
