I think Galen is suggesting that a person who received hemote text should have it highlighted to them what was an hemote rather than to have the assumption that it was a general purpose emote. I suspect this isn't so much to prevent it from being used in a shady way or abused, but rather to make it clear that what they observed was subtle enough that not everyone in the room might have seen it so they don't emote inappropriately for the circumstance.
In honesty, I think Galen is correct on this item. If a person detects a mid-emote hemote, I'd probably color the text dark cyan or, if color is off, encircle it with a (Hidden) and (x) tag.

I don't know what are the rules here on bumping, but here I am shamelessly bumping this idea for consideration, as it was never rejected or approved either way, and I still think it would be an excellent addition to the RP arsenal, allowing for more integrated way of expressing extra emotions or details. Just like integrating whisper did.

It might feel a bit less forced at times if there was an option to sort of work it into a longer emote (and thus reward people who pay attention a bit more.) So, I support this if it wouldn't be too hard to code.
