Pecho Outside of STs

Reading the very helpful guide for STs over yon: http://www.ti-legacy.com/forums/viewtop ... 726#p13726

This makes me wish we had a pecho-like command for use in regular day to day RP for things you might to give other players a chance to notice/figure out about you with rolls against stats or certain skills but only let them know (or those that succeed) without advertising to the room at large. Presently the only way to really do that is to ask for a stat check and then send a tell (which puts it into the realm of OOC) or use a targeted hemote and hope for the best.
