Really, it's simple. Some time after a coded drunkedness ends, start a timer for Hangover. It lowers your charisma by 5 while it lasts. Of course, Drunkard's Cure (which is only for RP and flavor presently) cures it.
Also consider adding alcohol tolerance, like the one that exists on drugs.

I championed this before. Also amusing the suggestion if a certain level of drunk (you or them) gives a Charisma bonus :lol:
