I know a discussion at one point was for sugarcane to never be a harvestable plant for economic balancing purposes.
However, as an alternative, I'd like to propose the following making rock sugar:
1 - Current Rock Sugar craft is updated with one that turns a length of firm raw sugarcane, inside soft with sweet pulp into: an amber lump of rock sugar.. This process should also produce molasses. It might require a lot of raw cane/have a high skill level/fail rate just like rock sugar does now.
2 - A new Cooking Craft that then refines an amber lump of rock sugar and/or molasses into: a small amount of sugar
IE, generally less refined (rock sugar) is produced before refined sugar. This would tweak the process to reflect that.

It does seem odd that you can grow coamjar but not make sugar from it.

Also presently, said sugarcane is sold in the Farin Quarter and not the Tubori one.
