Allow embellishment after an item is finalized

I've seen/been shown several items that were missing embellishments (eg fabric clothes that were strung as being embellished with amethysts but had no coded jewels on appraise, embroidered items with no embroidery, etc) & have accidentally finalized toolable items given to me by crafters to write strings for before embellishing them, out of habit.

Could the "must be toolable" requirement on embellish be removed for these cases?

On this note, would be cool if embellishments showed up in the 'look' desc of an object and not just the appraise message so that they can be 'display'ed.

(...as someone who has a clear agenda selling colour-strung embellishments now)
