The ratings preference thing already exists. Anyone who wants to set a Rated-R flag should pop into their whois editor and include "Hey I'm cool with explicit scenes." Or even literally just put a "{RR" in there, and done. Instead of checking whatever new flag is being suggested, check their whois.
Maybe we just need more people in general to fill out their whois info? If it doesn't seem useful as-is, I mean.

Also, we can already target hemotes. hemote -name <emote> gives the targeted individual a bonus to seeing the action. I WOULD, however, love it if they just saw it by default instead and others had the usual chance.

Seeing it by default was the suggestion, FYI. Not aware yet at the changes to whois; that'd probably be nifty. Probably not going to RP to the average acceptance level of the pbase though, as Temi suggested. Censoring by conformity sounds pretty shitty.

Hemote targeting has been mentioned before, but for the sake of simplicity is not a high priority change.
I'm not sure how I feel about the idea of having people tag themselves with a "maturity rating". On the positive side, the game is about finding RP that you enjoy and connecting people. If this metric is something important to some people, why would we fail to cater for that? Would it hurt TI not to allow people who enjoy maiming each other to do so? Honestly, the main reason a lot of majorly adult themes are blocked on TI is because we inherited those policies, and removing them implies support or desire for that sort of RP to go on, which is far harder for players to take than if they walked onto a game that just allowed those themes. Slowly, we've moved away from those policies, such as allowing Mud Sex in appropriate IC context.
On the negative side, I can imagine it *might* be divisive if it's codified. I wouldn't want people to be reluctant to RP with someone that has a particular setting, whether it be higher or lower than their own... I also worry about people feeling pressured to be in a particular group or branded/talked about based on that rating. Also, how does this RP get out and affect others?
That being said, I am slightly disappointed that TI is, er, generally nice. It's a mixed blessing. On one hand, we have great players that give a shit about their RP partners... but on the flip side of that, we're far less likely to get involved in RP we think will hurt one another - and yet that's the precise reason people RP - to experience situations outside of their personal experience. And our theme is dark and evil, dammit!
Ultimately, I think that this comes down to a staff decision regarding what sort of game we want to be, and sticking with it. I'm not sure that this is decided or even static - maybe in a few years I'll decide to trash all of the policies and go free-for-all... but despite allowing Mud Sex recently, I'm not quite prepared to throw all previous policy to the wind and become fully Adult Oriented, even though we're already listed as "Generally" Adult Oriented on listings where it's applicable.
I *love* the RP hooks idea, but I'm not sure how we can get them out nice and neatly to the right people, etc. I think that suggestion might warrant further investigation/development.

For the record, I do think that a 'dark and evil' theme can be preserved without necessarily making it policy that people have to play out the details of scenes that they're uncomfortable with - but I do want to make sure that people who are interested in those kinds of scenes can be free to play them with each other in the right context.
TI:Legacy is a game, sure, but it's also, by necessity, a community - and part of what makes the game work so well is that even people with really different preferences can find the kind of RP they're looking for and play to their level of comfort. I certainly don't mind if people engage in really extremely graphic role play in this game - I've stood through a public flogging that was rather lurid on the details. The only upper limit I think should be solid is 'whatever people are comfortable playing out'.
We already make it abundantly clear to players when they first join that TI:Legacy is a non-consensual RP game and that bad things can happen to your character whether you like it or not, and I do think that should be preserved - and the darkness of the theme is also made quite clear. I generally don't think that the graphic 'rating' of people's roleplay is generally on the same axis of whether or not the game is 'nice', and I do think that giving people the opportunity to have their characters subjected to (or performing!) very vile misdeeds without having to get super gross with the details of it might actually encourage people to get involved in conflict rather than discourage it.
On the last game I played, you generally were not allowed to opt-out of uncomfortable scenes, and I saw that actively discourage people from getting involved with conflicts, because they didn't want to be subjected to a lovingly-rendered wall of prose describing the precise way in which their character is tortured and humiliated (usually with as much of a sexual component as they felt like they could get away with) - this was especially true if the ones doing the torturing were NPCs played by the GMs. Because of this, people generally either played really close to the vest and didn't let their characters get into risky situations, or they left the game entirely. Or both. What was meant to be a gritty game that thrives on conflict ended up populated entirely by torture fetishists and people too afraid to do anything notable.
(EDIT: As an aside note, here, I wanted to add: here on TI:Legacy, I've actively volunteered to have bad things happen to my character. I would not have done that on my previous game, for the reasons listed above.)
TI:Legacy is a mature-rated game with a mature playerbase, and maturity means being mindful of other people's concerns as much as it means having scenes where someone would watch their best friend get slowly burnt to death because of a condition they couldn't control. What I'm advocating for is not censorship, but simply common courtesy. In this game, you're allowed to play out brutal, graphic scenes with other people who are comfortable with them - if another player involved in the scene is being made uncomfortable and invokes the 'graphic' command, you are not being censored, you are simply being asked to be courteous and mindful of your RP partner's well-being and comfort. It goes the other way, too - if you're in a crowded public scene, like a burning or a public flogging, that's getting a little too lurid with the details for your tastes, but the others around you seem to be fine with it, the courteous thing would be to remove yourself from the scene and allow it to continue playing out as it was, rather than demand that everyone else tone it down to accommodate you.
We can preserve the 'dark and gritty' theme of the game and the foundation of non-consensual RP at the base of TI:Legacy while accounting for comfort level - and the more different kinds of people that are comfortable playing the game, the larger and more richly varied our cast of characters will be!
