The rumor system is great! I love it! It's the best!
That said, I think it would be neat if promoting or quashing a rumor was more of an active decision, and if there was a third default option that simply adds to a rumor without significantly affecting its status - I.E. 'rumor comment (rumor text)', just to add peanut gallery style comments that don't show any impetus toward bolstering or refuting the rumor. I feel like a lot of people use promote exclusively just to add comments, and even sometimes use promote for negative commentary - perhaps if choosing to bolster or hinder a rumor in addition to commenting on it was a more active decision, people might be a bit more conscious of how their comments affect the status of the rumor!
I do think that even 'neutral' comments should contribute a small amount to keeping the rumor around, though, simply by nature of the fact that people talking about it makes a rumor stick around more. Though, I can also definitely see a case for promote being the 'default' because of this - any thoughts?
Neutral rumor comments
I think promote as default makes sense. Promote doesn't mean agreeing - it just means fanning the flames, extending the discussion, even if you disagree. So I promote almost every single time, unless my character would actively be seeking to shut down a rumor!

Yup, if you're talking about it, you're talking about it. A heated topic should have promotes on all sides of the discussion, quash is only if you want people to STOP talking about it.

/i have hard time imagining what would be a neutral response to a rumour, i mean if it relates in any way about the topic then it is taking some kind of stance on it. Even with peanut gallery comments they heckle it one way or another, adding to that side.

I'm in the camp that you should use promote if you're agreeing or disagreeing with the rumor topic, and quash should only be used if your character is actively attempting to halt the discussion. Enough quashes and the rumor leaves the system, which is rarely what I want to see!
